Scope and Objectives
The overall objective of the consultancy is to conduct comprehensive donor mapping for EAC to identify the sector each donor is funding, as well as the amount and duration of funding with an emphasis on current, potential and emerging donors in the area of institutional strengthening. The information gathered will be used to make a case for the establishment of a donor group for institutional strengthening within the existing Development Partners Group (DPG). This will be approximately a one-month assignment.
Under the supervision of the Principal Resource Mobilization Officer, the Consultant will specifically be expected to:
•Conduct online research to identify traditional and non-traditional donors and potential donors, including Foundations and Trusts, in line with EAC thematic areas.
•Develop a donor-funding tracking matrix with updated information on current and emerging development partners. This should include a detailed analysis of donor architecture, including donor framework, where the donors are located, areas of current interest, trends in their support, etc. The analysis should consider both national, regional and global levels and donor priority interventions mapped against EAC’s strategic priorities, including institutional strengthening.
•Develop a strategy on how to engage current, traditional and non-traditional donors for purposes of establishing an EAC institutional strengthening donor group.
Qualifications and Experience Required:
•A Master’s degree in International Development, Business Administration, Marketing, Communications, Organizational Development, Change Management, or related experience.
•Minimum of seven (7) years of experience in resource mobilization and donor engagement.
•Proven understanding of the donor environment with thorough knowledge of international development issues that include aid environment and trends, donor relations, partnerships, environment, human development, resource mobilization, and regional integration.
•Experience in working with donors in an international context including governments, private foundations, bilateral and multi-lateral donors, UN agencies, trusts and other institutional donors.
•Excellent knowledge of the EAC context, regional integration issues and regional socio-economic and political environment.
•Ability to lead strategic analysis with demonstrated experience in conducting donor mapping surveys.
•Ability to work with minimal supervision.
•Proven research, analytical, communication and report writing skills.
•Fluency in both written and spoken English.
